The cost of filing a trademark application in Vietnam is not a fixed number. The total amount payable to the Intellectual Property Office of Vietnam depends directly on the number of classes of goods and services and the number of goods or services within each class that you register. For the same mark, registering one class with a few products is far cheaper than registering three or four classes covering dozens of products.
This article does not simply repeat a fee table; it focuses on the method of calculation: the additive formula, the fees charged per class, the rule for the seventh item onward, the 50% reduction on official levies in force until the end of 2026, and step-by-step worked examples. Legal basis and general principles
Trademark fees and levies are currently set out in Circular 263/2016/TT-BTC of the Ministry of Finance. The registration procedure follows the Intellectual Property Law 2005 (amended and supplemented in 2022) and Decree 65/2023/ND-CP. The current trademark application form is Form 04 under Circular 10/2026/TT-BKHCN.
Two principles govern the entire calculation:
- Charged per class: most of the significant fees (substantive examination, search, and the certificate grant levy) are multiplied by the number of classes of goods and services. Each class covers up to 6 goods or services.
- Additional charge for excess items: from the seventh item onward within a single class, each additional item incurs an extra fee.
Classifying products correctly into the right classes therefore has a direct impact on the amount payable. You should compare your list of goods and services against the Nice Classification to determine the number of classes to register before calculating fees.
Official fees and levies, and how they arise
Across the filing, examination and grant stages, the amounts payable to the Intellectual Property Office of Vietnam fall into two types: amounts paid once for the whole application, and amounts multiplied by the number of classes.

From the table, the formula for total official fees can be derived:
Total = fixed amounts per application + (per-class fee × number of classes) + certificate add-on levy for classes beyond the first + (150,000 VND × number of items exceeding 6 in each class).
The 50% levy reduction until the end of 2026
Under Circular 64/2025/TT-BTC, certain amounts are reduced by 50% until 31 December 2026. Importantly, this policy applies only to amounts named "levy" (lệ phí), not to amounts named "fee" (phí). Specifically:
- Reduced by 50%: the filing levy (150,000 VND down to 75,000 VND) and the certificate grant levy (120,000 VND down to 60,000 VND for the first class).
- Not reduced: the substantive examination fee, search fee, application publication fee, and registration and publication fees for the grant decision — which make up the bulk of the total cost.
Because the "fee" items dominate, the 50% reduction has only a modest effect on the total: for one class, the total official cost of about 1,360,000 VND (~54 USD) falls to about 1,225,000 VND (~49 USD).
Cost for one class and for each additional class
For quick estimates, remember two baseline figures:
- First class (≤ 6 items): about 1,360,000 VND (~54 USD) (about 1,225,000 VND after the 50% levy reduction). This already includes all amounts paid once for the whole application.
- Each additional class (≤ 6 items): add about 830,000 VND (~33 USD) (550,000 VND examination + 180,000 VND search + 100,000 VND certificate add-on levy). Registering two classes therefore costs about 2,190,000 VND (~88 USD).
For items beyond 6 in a class, each item adds 150,000 VND (~6 USD). This is why it is worth listing only the goods and services you genuinely need to protect rather than casting a wide net.
Three step-by-step examples
The examples below use the full fees and also note the figure after the 50% levy reduction (in force until the end of 2026). These are official State fees and levies, excluding representative service fees where an attorney is engaged.
Example 1 — 1 class, 4 items
Because 4 items are within the 6-item limit of a class, no excess-item fee arises.
- Filing levy: 150,000 VND
- Substantive examination fee: 550,000 VND
- Search fee: 180,000 VND
- Application publication fee: 120,000 VND
- Registration + publication of the grant decision: 120,000 VND + 120,000 VND = 240,000 VND
- Certificate grant levy: 120,000 VND
Total: 1,360,000 VND (~54 USD) (about 1,225,000 VND after the 50% levy reduction).
Example 2 — 1 class, 10 items
This class has 10 items, exceeding the free allowance of 6 by 4 items. Each excess item adds 150,000 VND.
- Base cost of a 6-item class: 1,360,000 VND
- Excess-item fee: 4 × 150,000 VND = 600,000 VND
Total: 1,960,000 VND (~78 USD) (about 1,825,000 VND after the 50% levy reduction). This example shows that adding items within one class raises the cost but is still cheaper than opening a new class.
Example 3 — 3 classes, 6 items each
Three classes, each with exactly 6 items, so there is no excess-item fee.
- Amounts paid once per application (filing levy + publication + registration + publication of decision): 150,000 + 120,000 + 120,000 + 120,000 = 510,000 VND
- Per-class fees (examination + search): 730,000 VND × 3 = 2,190,000 VND
- Certificate grant levy: 120,000 VND (first class) + 100,000 + 100,000 = 320,000 VND
Total: 3,020,000 VND (~121 USD) (about 2,785,000 VND after the 50% levy reduction).
Representative service fees when engaging an attorney
The figures above are the fees and levies payable to the Intellectual Property Office of Vietnam. If a business authorises an industrial property representative to handle the procedure, a service fee applies on top, typically from about 2,000,000 VND/class (~80 USD) depending on the scope of work (clearance search, drafting, docketing, responding to office actions). The service fee is a civil agreement, outside the scope of Circular 263/2016/TT-BTC, and is not reduced under Circular 64/2025/TT-BTC.
For applicants who are foreign and not resident in Vietnam, filing must be done through a representative, so the service fee is effectively unavoidable.
Frequently asked questions
Is there a discount for registering many classes?
There is no volume discount by number of classes. Each additional class still incurs the full substantive examination fee, search fee and certificate add-on levy — about 830,000 VND per class after the first. The only savings come from the amounts paid once per application, which are not multiplied by the number of classes.
How many items can one class cover?
There is no hard cap on the number of items in a class, but the base fee only covers 6 goods or services. From the seventh item onward, each item adds 150,000 VND (120,000 VND examination plus 30,000 VND search). It is therefore best to tailor the list of items to your actual protection needs.
Which amounts get the 50% reduction?
Only amounts named "levy": the filing levy and the certificate grant levy, until 31 December 2026 under Circular 64/2025/TT-BTC. Amounts named "fee" — such as substantive examination, search and publication — are not reduced, so the total cost falls only modestly.
Do these fees include attorney fees?
The State fees quoted in this article do not include representative service fees. If you file on your own, you pay only the fees and levies to the Intellectual Property Office of Vietnam. If you engage a representative, add a service fee from about 2,000,000 VND/class.
Is payment made all at once or in stages?
The amounts for filing, examination, search and application publication are paid when the application is filed. The registration, publication and certificate grant levy arise only when the application is accepted for grant — that is, at a later stage. In practice the cost is therefore split across two points in time rather than paid all at once.
