Key change under Decree 219/2025
Decree 219/2025/ND-CP replaced Decrees 152/2020 and 70/2023 from 7 August 2025. It integrates the 'foreign-labour demand explanation' into the work-permit dossier as a single online submission (no longer two separate steps), with 10 working days to issue (3 days if refused), and expands exemptions for certain experts, managers and short-term entrants.
