Self-Declaration of Products in Vietnam: What It Means
How product self-declaration works under Decree 15/2018, the company's responsibility, and the difference from prior-approval regimes for foreign businesses.

Self-declaration shifts responsibility to the business: instead of waiting for prior approval, the company declares that its product meets applicable standards and may then trade — while remaining fully accountable.
How it works
Under Decree 15/2018, for products in the self-declaration category the company prepares a declaration with supporting test results and standards, publishes it (and notifies the competent authority), and may place the product on the market. There is no waiting for an approval certificate.
The trade-off: full accountability
The convenience comes with responsibility. The declaring company must ensure the product genuinely conforms, keep records and testing current, and label correctly. Post-market inspection can lead to recall and penalties if the product does not match the declaration.

Most ordinary pre-packaged foods use self-declaration; higher-risk categories require a registered declaration instead. Confirming the correct route for each product is the first step.
