An overview of the certificate confirming that a food business establishment meets food-safety conditions under Vietnamese food-safety law.
Table of contents
Businesses that produce or trade food in Vietnam generally need a certificate confirming that their establishment meets food-safety conditions. Issued under food-safety law, this certificate demonstrates that the premises, equipment, and personnel satisfy the required hygiene and safety standards before the business operates.
Who needs the certificate
The requirement applies to many food production and trading establishments, though the law exempts certain small-scale or specific operations. The competent authority depends on the type of food and activity, and may fall under the health, agriculture, or industry-and-trade sector.
- Food manufacturing and processing facilities.
- Food trading and catering establishments, subject to the applicable rules.
- Exempt categories defined by law, which may follow alternative requirements instead.
Conditions and documentation
To qualify, an establishment must meet conditions covering premises, equipment, water, waste handling, and staff health and knowledge of food safety. The application dossier typically includes:
- An application form and a description of the facility and equipment.
- Documents showing the premises meet infrastructure and hygiene conditions.
- Evidence of staff health checks and food-safety training or knowledge.
Process and validity
After the dossier is submitted, the competent authority reviews it and may inspect the establishment before issuing the certificate. The certificate is valid for a fixed period, after which it must be renewed before expiry to continue operating. Businesses should also maintain the conditions on an ongoing basis, since compliance may be checked during the certificate's term.
Frequently asked questions
Which authority issues the certificate?
It depends on the food type and activity; the health, agriculture, or industry-and-trade sector may be competent, so businesses should confirm the correct authority for their products.
How long is the certificate valid?
The certificate is granted for a fixed term set by law and must be renewed before it expires to keep operating lawfully.
Are any establishments exempt?
Yes. Certain small-scale or specific operations are exempt from the certificate requirement but remain subject to other food-safety obligations.
