Before cosmetics can be sold in Vietnam, the responsible company must file a product notification with the authorities. This is a key compliance step for foreign brands entering the market.
Notification, not registration
Vietnam follows the ASEAN harmonised approach to cosmetics. The responsible party submits a Cosmetic Product Notification with product information (formula/ingredient list, intended use, manufacturer) to the Drug Administration or provincial health authority, and receives a receipt number before marketing.
Who files and validity
The notification is filed by the organisation responsible for placing the product on the market in Vietnam (importer or local entity). For imports, a Certificate of Free Sale and a Letter of Authorisation from the manufacturer are typically required. The notification number is generally valid for 5 years and renewable.
Ongoing responsibility
The responsible party must ensure product safety, correct labelling and post-market compliance. Misleading claims or unsafe ingredients can lead to withdrawal and penalties.
