What the Copyright Office of Vietnam does, the certificates it issues, and how authors and owners file voluntary copyright registrations.

The Copyright Office of Vietnam is the state authority responsible for administering copyright and related rights. It receives and examines applications, issues registration certificates and maintains the national register of protected works. While registration is voluntary, the office plays a central role for creators and businesses who want documented proof of ownership.
What the office does
The Copyright Office handles matters relating to copyright and related rights, including:
- Receiving and processing registration applications;
- Granting certificates of registered copyright and related rights;
- Recording changes, transfers and, where applicable, revocations;
- Supporting state management and guidance on copyright matters.
Industrial property rights such as patents, trademarks and industrial designs fall outside its remit and are handled by the Intellectual Property Office of Vietnam.
How to file an application
A registration application generally includes an application form, sample copies of the work, identification of the author and owner, and documents evidencing how the rights were acquired, such as an employment or commission agreement. Where an agent files on the applicant's behalf, a power of attorney is required. Once the office is satisfied that the file is in order, it issues a certificate recording the author and the copyright owner.
Value of the certificate
A registration certificate creates a presumption that the person named is the author or owner, which is helpful in negotiations and disputes. Although it does not create the copyright, which already exists on creation, it provides a dated official record that can be difficult to challenge without contrary evidence.

Is filing with the Copyright Office mandatory?
No. Copyright arises automatically. Filing is optional but provides strong evidence of ownership.
Can foreigners file applications?
Foreign authors and owners may seek protection in Vietnam, generally within the framework of international treaties. Local counsel can advise on the route and documents.
What happens if details change after registration?
Changes such as transfers of ownership can be recorded with the office so that the register remains accurate.
